The story

In 1721 Philippe Janvrin, a Jersey captain, was sailing home from a France where plague had broken out. He was refused permission to land, lay at anchor off this coast in quarantine within sight of the island, and died there. His body was refused the shore as well, and he was buried on the islet of Île au Guerdain. He is said to have been reburied on land later, though no record names the place. The tower on the rock came much later: a Martello-type tower of 1808, carrying an 18-pounder traversing gun on the roof platform above a bomb-proof vault. The listed building record names it Portelet Tower, or La Tour Janvrin. The islet is joined to the beach only at low water.
